this file has the sample instructions. Separate the static portions, and ensure they are in place here. The variable portions (e.g. VirtualHost definititions) can (possibly) be separated out and added in at the appliance level. Let's also make sure that everything is in conf.d with a high priority (e.g. 00-comanage-static.conf) , so the virtualhosts have maximum access to the contents here.

this file should perform all substitutions required by the file linked above.

@cabynum good looking out, merged and closed. Apart from one item we might move upstream (noted therein) which we can do later, looked great to me.
