PHP configuration

this file is a guide. This is configuration not only of PHP itself (though there may not be any needed) but of the PHP code that is appliance specific (for which details will only be available at configuration time, e.g. admin email address)

That file also happens to populate the database schema-- that would be fine to do here, in configure.sh, or in a new specific step at a different time. Implementor's choice.
