Run it from inside projects

• common.bash is unique per project, sets variables for use in several project processes

Introduce classification concept:

• Items in bin are intended to be managed in an ongoing way from the util repo
• Items in the root, though, like Jenkinsfile and common.bash are meant to just be starting places

Jenkinsfile documentation:

• explain the function of commonalities (or reference where they are explained)
