As with all XML files, the first line identifies the file as XML, including the version of XML being used. Ideally it also includes a statement of the encoding used in the file.
The resource element is the container for the whole definition file. The first section includes namespace declarations and abbreviations that will be used later in the file. It also include a unique object identifier, "OID", for the whole resource in the form of a uuid.
