This PR adds subnavigation tabs to help tie together related models, specifically a Rule and its attributes and an Attribute Map and its mappings.
This PR also deprecates (but does not yet remove) Noty.js in favor of Bootstrap alerts. This change was needed due to the way subnavigation is implement in COmanage Registry PE from which this code is largely taken.
