Person picker updates (CFM-291)

This PR does two things (both checklist items in CFM-291):

1. It changes the default number of characters to begin a people picker search from 2 to 3.
2. It allows People to appear in the picker regardless of status. Previously, the picker would show only People with status of "Active" or "GracePeriod". Now People of any status will appear.
