Reverting hoisting of alg namespace, as it appears to cause problems …

…with the old metadatatool utility and therefore probably Shibboleth 1.3 IdP deployments. This appears to be down to the following bug: https://issues.apache.org/bugzilla/show_bug.cgi?id=38655
